The short answer is that I do not know as there are too many options.
1) First cost is the cost of registering your domain name e.g. huntertracing.com. This can vary depending on whom you register it through. should be less that $44 for two years. You can not escape this if you want a seperate domain.
2) DNS service. you need someone to provide a service that whenever someone enters http://www.huntertracing.com into their web browser, it will return the IP address of the computer that is going to supply the web pages.
For most people, ths is usually included in the webhosting package, although you can use some free services, but they can be flaky and slow to respond.
I currently pay $52 per year for DNS service for my domain
3) Web Hosting; This is where you pay a company to provide you with the space on a fast server that has a big fat pipe to the internet. You create your web pages, upload them to their server and they serve them out.
Warning, it isn't just the storage space (100Mb of files) on the webserver that you have to pay for, but also the bandwidth for downloading those files. So, if that 100Mb of files you talk about includes 50MB of videos and they suddenly become popular for some reason, say 2,000 downloads, then you could be faced for an excess bandwidth bill for that month if you didn't choose a play that covered that eventuality.
Some hosting companies will chop off your website once download quota is reached for the month. Others send you a bill.
4)Mail service. you didn't mention where you wanted a mailservice for the domain.
I first started running my domain as a full time dialup link to my ISP, then when ADSL was available, it was actually cheaper to switch to that, but I had and still have a limited bandwidth. so any big pictures/files are slow for people to download and view.
I ran this on a special web and mail server computer in my SOHO network. That means I have to learn the skills to set these up and run them.
Unless you are expecting a lot of traffic, you do not need a very powerful computer and can often use old, slower hardware as it doesn't need to run the fancy user graphics that slow computers down.
I also learnt HTML and can write HTML in a text editor. I do not like all those fancy programs because the HTML pages they produce are exceedingly complex.
I also had to watch the bandwidth being used each month, but it was cheaper to pay a little extra each month and be almost sure I wouldn't be caught out.
A couple of times I almost was, but simply took them offline until the end of the month. Unless you are making money from downloads, you might as well limit your costs as much as possible.
It might be better to work out how much you can afford each month and see what you can get for it.

I would have to ask how much downloading of video you think there would be. If you get a few hundred people to download a 50mb video you are looking at higher bandwidth than most basic web host packages allow for.
200 people x 50mb = 10 GB of bandwidth. That might be a low figure, it might even be very low. You might need 25 or even 50 gb of bandwidth depending on how many people visit your site.
the cost to design the site itself is highly variable based on what you want or need to do.

Well I just started a SOHO web design outfit this type of site would cost you upfront $500 minimum anywhere you look and depending on what kind of contracting you put and level/type of traffic you want it'll end up $70 per year, although the PHP hosting package I bought myself is $35 per year.
Domains are usually now included in the cost per year, but separately it would set you back $10.

It really depends. Different companies offer different services for different prices. There are plenty of companies on the Internet that sell domain names and/or web hosting. My advice is to shop around, and find what works best for you.

i know its around 9.98 per months but i bought the 1 year deal with free domain. which i paid 83 bucks
