Foreign policy:
FDR: Was well aware of the threat in Europe and Japan, but chose to put his head in the sand until thousands of American lives were lost in Pearl Harbor. (This is not to say, to his credit, that he didn't EVENTUALLY do the right thing.)
Reagan: Was well aware of the threat that communism within USSR and Eastern Europe posed to the world and chose to stand up, often alone, and call evil for what it is--evil. He won the Cold War, preemptively I might add, via a "peace through strength" ideology, and thus, no nukes needed to be dropped on anyone.
Domestic Policy:
FDR: Tried to emulate socialism through big-government programs and wealth redistribution with his New Deal promises. His tax hikes, aimed to help support his socialistic programs, prolonged the Great Depression rather than alleviate it. FDR erroneously THOUGHT the answer to the problem was bigger government.
Reagan: Created tremendous economic growth through middle-class tax cuts and ownership incentives and almost immediately withdrew our nation from the Jimmy-Carter-induced economic disaster. Reagan KNEW the answer to the problem was less government intrusion.
Ideology:
FDR: A "New Deal" welfare state where people cannot survive without government programs and we are hopeless without them.
Reagan: A promise of hope and that we can be self-reliant. Ask anyone who actually lived through the Great Depression and WWII and literally had their lives transformed by Roosevelt. Ask anyone who actually lived through the times of both presidents and it will come out about 9 in 10 favoring Roosevelt. What was so great about Reagan? He did not end the Cold War--Gorbachev did. And Reagan was far more indifferent to those in suffering compared with FDR. It's not even a worthy comparison. And I cannot believe that anyone who has actually lived in or seen desperate poverty would answer Reagan.

FDR didnt do much besides rescuing us from the great depression, defeating both the Nazis and Japanese Empire in WWII, creating Social Security, rebuild and solidify our infastructure, pass the G.I. bill allowing our veterans to return home with money for housing and a college education which created the bedrock of our economy and the most educated population in our nations history up to that point. Reagan sped up the process which led to the end of the Cold War. The economy grew, as did the debt. FDR hands down.

Reagan used conservative ideology to fix Carter's mistakes, and then some.
FDR used liberal ideology to start the socialist movement in america, and give the illusion of us escaping the depression.
What did FDR ACTUALLY fix? Nothing.
Saying that FDR is the "best president we've ever had" is ridiculous and ignorant.
Not to sat that Reagan didn't have his faults, say not being aware of the CIA's crack selling operation, but i think it is safe to say that our country would be better off if FDR was a one term president.
Why?
Simply because FDR believed that the unemployed deserved money for not doing anything. of course this was back when there was actually a very limited job market. these ideas and policies have come back to bite us in the **** due to the amount of people who who believe they should, and actually GET money for not working nowadays.

In my opinion, I'd say that Reagan was far worse than FDR, although Roosevelt had his faults as well.
I'd compare that both won landslide victories that shifted the political ideology of the government in a very different direction. Both had a natural charisma and talent with mastering the media to gain popularity for their political programs
Both are hailed as heroes and founders of much of the current thinking for each of their respective political parties
After Roosevelt, the government well into the late 1960's was influenced in policies of the New Deal while after Reagan until present the government has been influenced in the ideas of "neo-conservatism"
They both had a sucessor from the same party that proved to be unusually unpopular in their own party in their time because they couldn't get out of the shadow of their charismatic predecessors (Truman & Bush Senior)

history will remember fdr as the greatest of all american presidents and one of the greatest heroes of our time.
here is a man who literally gave his life to his nation.
here is a man of vision and ACTION.
fdr actually got things done.
none of the high priced bellhops in washington can hold a candle to fdr the man or the record.
history will remember reagan as a guy who talked tough, spent too much money and compromised the safety of americans and his own morals to negotiate the release of the american hostages and selling arms to terrorists...

Reagan ran on a platform of fiscal responsibility and left the country billions in debt. He was lucky in timing that falsely gave him credit for the destruction of the Berlin Wall. Reagan suffered from Alzheimer's disease for at least the last four years of his presidency.
FDR came into office in the midst of the Great Depression he created jobs and programs to help American families. He was Commander in Chief during the Second World War, a war fought on two fronts that we won in 3-1/2 years. He was one of our greatest Presidents. FDR was crippled by polio as a young man but still ran for office and was elected President in 1932. Died in April 1945 shortly before the end of the war.

Compare: both politicians.
Contrast: FDR had a brain and could read the landscape. Reagan ate jellybeans and slept a lot.
FDR was a conservative in liberal clothing. Reagan was an actor in conservative clothing and good suits.
FDR underrated. Reagan overrated.
FDR won a real war. Reagan (or the conservative element) claimed a victory. A Polish shipyard worker actually did more to end communism then Reagan.
