People talk about illegals breaking the law and overlook the fact that their employers are also breaking the law.

He hasn't figured out what he thinks the public thinks of this whole situation yet. He is afraid to do anything drastic, because he will have to flip-flop when he realizes he made the wrong guess AGAIN.
