Government already has a department for protection of monuments and excavations and all such National Heritage but it is in as dilapidated a condition as the monuments are! The Government can make it mandatory for some of the large business houses or people in the locality or nearby above certain limit of income or property to take over these sites and maintain and offer incentives to such people in other forms. Some of them can be converted into tourist spots rejuvenating and privatizing to certain extent the department of tourism, another corrupt , inept and lackadiasical wing which could add significantly to our foreign exchange.Army implies jobs ,salaries and absenteeism. NGO sector is a failure except a few shining examples and the ruins are better ruined by the Government itself instead of experimenting voluntary operation and community participation . The law regarding desecration or destruction at such sites should be stringent and enforced strictly. Media may also play a significant roole in bringing to light such sites which maight help its future popularity and tourism also!Like the palaces converted into star hotels in Rajasthan what best can be done to the old historical buildings has to be thought of and a separate project would be worth a lot to national exchequer in not so distant future! That they form a heritage to be handed over to the progeny may be considered too utopian given present day attitude of people and even the youth no longer are interested in such activities .

India has large Department , called ASI under the Central Govt.Funding is also huge , both from outside and the Central Govt. But, in reality, like any other Dept. of the Govt. it hardly does proper job to preserve the heritage sites/constructions/monuments/ etc. After all,India is a thoroughly corrupt country and the Fund evaporates every year without any real work. The Politicians and the Officers do not care for real work to be done.
There are some NGOs who raise their voice at times, which hardly gets due attention of most Indians.
