It sounds like maybe your toilet isn't getting enough water. The toilet should flush automatically whenever the right amount of water gets into the bowl. You can even pour water in there yourself to test the flushing.

Electric toilets don't have a good history. There not efficient since they can't deliver more water than goes through the little water pipe that goes to your toilet. Another thing, they don't flush when the power goes out. So, its probably the whole system that not good. A toilet with a tank is much better

I'm a Hurricane Katrina survivor. We were without electricity for like 9 days. The only thing we had going for us was a gas stove and a flush toilet. Somehow I feel like you are going to regret an electric toilet. You may be digging a latrine and putting up a pup tent if Ole Katrina ever "comes back"...

well, i would try to relocate the toliet to about 2 feet higher that what it is now, that would give the lesser amount of water in the newer 2.5-3 gallon per flush a easier time to remove the ( stuff) from your home and therefore keeping the smell down a little more, otherwise i would just start dumping a cup of bleach down the drain with every other flush or so
