If a building has more than 13 floors, it automatically has a 13th floor. Most often casino's are the ones that do not typically like to have a 13th floor due to superstitions. Unfortunately, for the not so smart people that are put on the "14th" floor, they don't realize that they are in fact still on the 13th floor. I guess it is mainly up to the company owner or group of "higher-up's" that make those type of decisions. I hope this helps! Good Luck!!

The owner will decide whether or not to call it the 13th floor.
In Vegas, most casinos don't have a 13th floor, a 4th floor or a 7th due to Chinese and Japanese numerical superstition.
It really depends on the owner and who's occupying those floors.
