Very complex question.
I would say a good area of investigation would be to discuss how he backed away from his aggressive cold war rhetoric sometime in 1983 when the Russians, totally freaked out by American saber-rattling "big talk", almost launched an attack on the USA based on their suspicion that a US military exercise was a cover for a nuclear attack.
Reagan was apparently appalled at this close call, and came to realize that his most persistent and militant advisors, which ironically included BACK THEN Mr. Cheney, Mr. Perle and Mr. Rumsfeld, were in fact probably severly deluded men.
In his last years in office, Reagan attempted a very pacificist course of action and I would say that this represented the only really substantive thing he did during his presidency and for which he should be applauded.
Otherwise, one could say I think that he talked a good game, made lots of mistakes, a few really horrible decisions, and made greed respectable once again in America.
The idea that he "defeated" the USSR is so incredibly wrong-headed historically that one wonders if the American people will swallow any swill that is thrown at them. This was a fake revision of history concocted by his worshippers.
if anything, Reagan's crazed war-spending and angry words came close to killing us all. He rolled the dice....REALLY big dice....and ended up scaring himself.

wow...some great answers...you will not likely find many who can direct you to factual positives on the guy that could be used in a term paper. for many Americans he was like a big honkin' cheeseburger...looks good, tastes good, but, in the final analysis...is bad for you.
