There are an infinite number of solutions.
Take the first equation. 3x + 2y = -11
Multiply the whole thing by negative 1.
You get -3x - 2y = 11, which is the same as the second equation.
In order to solve a set of equations with two variables, you must have two different equations. You don't.
What you have is the formula for a straight line.
x = -2y/3 -11/3
Each point is a valid solution to the problem.
