What do you mean by nothing happens. Is there water in the tank? If so, and if lifting the flap at the bottom of the tank does nothing, then there's some blockage between the tank and the bowl.
If there is no water in the tank, then first check the valve by the wall, if its closed, open it. Next, is the black "floater" (the round ball at the end of a rod) at the top or at the bottom of the tank. If it up, push it down, water should fill the tank. If its down, there's a problem with the inner valve. Hope it helps.

When there is enough water in the bowl, the toilet should flush just from the weight of the water, as long as the toilet isn't clogged. You can even pour water directly into the bowl and the toilet will flush. So the previous answerers are right; the toilet won't flush if there isn't water in the tank.

Is there water in the top tank, and in the bowl? Because it should flush just from the gravity pulling that water from the tank into the bowl once you lift that flap.
If there's no water in the bowl, what water is in the top tank will only fill the bowl. If there's water in the bowl but none in the tank...lifting the flap is like opening a bottle. nothing goes in but air. If water is in both, the clean water from the tank will drop into the bowl, and the bowl will empty down the drain pipe as the tank water replaces it.

Most toilets have a knob under the tank to shut the water off. If that has been messed with, you won't have water in the tank to flush with. Try turning that. It needs to be full of water to flush through.

i agree with what the other 2 guys posted. but, not trying to be rude since you posted this question did you try looking this information up in the Internet.
could it be a chain issue within the toilet or could it be that the seal is cracked on suction the flap?

The water in the tank thing is true. I've done a bunch of do-it-yourself projects... Fill up a tupperware and fill the tank.

there need's to be h20 in the tank...air will not flush it..it is gravity fed..your tank is higher then the bowl....
