I'm doing a project and i have to find info. about the peacetime powers and war powers but i don't know anything about it. The teacher said it has to do with congress imposing and collecting taxes, congress borrowing money, raising and supporting armies and providing and maintaining a navy.

Check Article One of the U.S. Constitution. It lists all of the enumerated powers of the Congress.

You can start by reading the U.S. Constitution and read it as written,not how someone tells you what it says.
The powers of congress and the president are listed and you will see that congress has more power than the other 2 branches of government,but they have the power to counteract that power.
The war powers of congress was limited to declarations of war and the president is commander-in-chief of the armed forces,but congress has tried to take that power by passing limits on the presidential war powers.
