The situation will remain unsolved as is unsolved the relationship between international law and brute force which sees itself above it, or as long as Russia and USA stay in balance of power.
Security Council is the "legal" way for Albanians taking over Serbian sovereign territory. The other way is through NATO.
The only certain thing is that depleted uranium will stay in Kosovo. It will stay there asking Albanians from generation to generation, if the right way was NATO and war with their neighbours or EU and peaceful coexistence...
May the children with leukemia and genetic disorder answer that question, not the NATO warlords and Albanian drug dealers.
