I think the inquiry should have phrased the question this way:
"Which is the greatest nation on earth?"
Which, NOT WHO?.
To that I respond with the question, who is the greatest athlete, dead or alive, on earth? It's very subjective.
Once upon a time, there was a little man with a funny moustache, who thought the greatest country of the world was where he lived, and thus that country had the manifest destiny to conquer all others. It didn't happen.
The thing is, I think those kinds of thoughts or affirmations, can be dangerous.
And no, not to be rude, I do not think it's England. It very well could be (I mean, we're all using its language), but I'm not completely sure that it would be an entirely true statement.

I agree with sunshine. No nation is perfect. If you mean "what is the MOST POWERFUL nation on earth" I would say probably the United States, or China. Definitely one of the G8.
If you mean, what is the BEST nation on earth, then it's a matter of opinion. The nation whose governmental system I like best is French (national health care with the government paying for medical school for aspiring doctors? count me in.) The country I'd most like to live in is the United Kingdom - in fact, I hope to move there someday (I currently live in the US). The country I find most historically fascinating is Turkey.

This is a subjective question. Unless you've lived everywhere, how would you know? If you just want an opinion, then any answer will do.
Now if you mean greatest as in largest, then the answer would be either Russia (geographical size) or China (population size).
