i know that it isnt legal to but for someone under 18 but is it legal for 18 and under to use?

It is not illegal to use it. It is illegal for someone else to sell or furnish it to anyone under the age of 18, though. So if you grow it yourself, no one seems to be violating the laws.

The Legal Age for Tobacco is 18, anything under is technically illegal

In the USA it is not legal in ANY place for someone under the age of 18 to use ANY tobacco product. Actually, the federal age is 19, but a few states - Georgia, Arkansas, etc. - have lowered the age to 18 in their state.
