No, if the image is recognizeable as the original artist/owner's it's illegal to sell it for money. The 15 or 20% 'change' does NOT make it ok, that's a myth and will not stand up in court.
You can do the drawing for your own enjoyment but not for selling.

It's not illegal to copy it but it is illegal if you sell it. Copyrights means that the author has distribution rights. You might get sued and also go to jail. If you want to sell it, you must get permission from the company or photographer. Just get another picture.

The photographer/copyright owner can sue you and win.
You are NOT creating a new work simply by copying another person's work in a different medium.
You're only safe if, by the time you're finished, your piece cannot be recognized as being based on that particular photograph.

Illegal or not, you can be sued. TV Guide gave an illustrator a picture of Angela Lansbury, I believe it was, thinking this was fair use. A jury found otherwise. This was back in the eighties and I don't have the information in front of me. Anyhow, don't.

only mechanical reproduction is considered a copy under the law. a hand drawn sketch is considered a new work, and you are the copyright holder!
now there are laws beside copyright that can govern the commercial use of images, including trademark, celebrity endorsement, libel and such.

I think as long as you originated the drawing it is fine. Also copywright laws do not aply if you modify by 15% or more
