I was wondering if there are schools that offer the same price for in-state and out-of-state tuition:

states such as, California and Florida.

Some states have reciprocity agreements (e.g. Minnesota and Wisconsin). You'd have to look at the particular state schools, they should tell you if they have reciprocity deals with any other states.

Yes,but it depends.
Some allow counties across the state line within a reasonable driving distance to pay the same in state tuition as in state students.
You have to check with the colleges and universities near you to see if they offer the program.

if you live in a county that borders the state there is a good chance you qualify for in-state tuition.
i have read that some states have an agreement between each other to allow residents of the others state to qualify for in-state tuition. i think california and neveda was one i seen advertised. there were others but i can remember. they were mostly western states.
