This sounds like a swim bladder disorder or constipation. How often do you feed your fish? I'm assuming you have a gourami or betta as they are both bubble nesters. Regardless, starve the fish for a couple of days. This may resolve the problem, but if it doesn't, have a medicated anti-bacterial food on hand to feed the fish. Starving the fish should fix the constipation. If it doesn't the medicated food will treat the secondary bacterial infection caused from overfeeding or poor water quality.

Although bubble nesters are often labyrinth fish, they are still susceptible to weakening induced by poor water quality. Test your water for ammonia and nitrites. Both should be 0ppm. If you have levels above this, do a 20% water change. Make sure your replacement water is the same temp as your tank and that you treat tap water with conditioners to neutralize chlorine/chloramines.

Good Luck
