Its mentioned in the story "The Rocking-Horse Winner" by D.H. Lawrence and I just want to know exactly what he means by that.

It's a slang expression referring to someone who is to be pitied because of the situation he finds himself in. I'm not sure wher it comes from.

it's a devil that has no money or some guys who in the story and he's poor. BTW you should @ least give us the sentence
