He is refering to the CARTOON titled ANIMANIACS and what kind of animals the main characters, Yakko, Wakko, and Dot (the Warners, frequently referred to as "the animaniacs" after the name of the show) are supposed to be... Not everything in the Comics & Animation section of Yahoo! Answers is all about anime.
Anyway, the REAL answer to this is (and I am sorry if this may disappoint you) no one really knows. Even now, it is still a mystery. They are supposed to be a "type of generic animal creature", their species being "intentionally ambiguous". Their image is modeled after "cartoon characters of the early 1930s",

The owner of the dog needs to know how to "operate" the dog, same way you can get into a car that's in perfect running order but if you don't know how to drive you won't have much luck making the car go anywhere. People seem to think that once a dog is trained, that's it. Not true. You must reinforce the dog's training every single day in some way. It's best if the owner and the dog go together to get trained. As a professional trainer once said to me "We can train any dog in 2 days. It takes longer to train the owners

Originally, the Warners were intended to be ducks, but Tom Ruegger had come to the conclusion that “...everybody had ducks” (see Disney’s DuckTales and Darkwing Duck), so the Warners became a type of "...generic animal creature." Although they looked somewhat like dogs, the Warners’ specific "species" remained a mystery and was made fun of in many episodes. Ruegger had said that the Warners were cartoon characters, and that their species was "'Cartoonus characterus.'"

I think that they are some type of monkeys.. What do ya'll thnk bout dat? Da nxt time you see that cartoon take a good look at them and have mind a monkey. They look like monkeys to me. Lol. Im loling but Im serious.

Very first episode..seaon 1 episode 1...they sing a song with the mad doctor saying what they are. Which are monkeys..The song is called the "monkey song". Now you can die in peace.

They had one episode where the 3 of them answered this question musically. They weren't dogs or cats or hyenas ... "What we are ... is ... CUTE!"
In truth, they were sort of reminiscent of some of the early cartoon characters, who were patterned after old minstrel shows, clowns, and vaguely-defined animals. Remember, the story is that Yakko, Wakko, and Dot were created back in the 1930's, so their character designs are deliberately old-fashioned.

They're supposed to be generic looking animals. I remember that Dr. Scratch-n-Sniff used to call them "puppy- like children".
They sort of look like dogs to me.

More often than not the other characters refer to them as puppies and they only sometimes deny it. But, they never verify what they really are. I am going with puppies.

Im 💯% sure their cats super fluffy faces, slim bodys, cat like paws and tails if i had to bet on it id go with cats
