12:30 PM Washington time, 30 minutes after Congress convened.
According to Google Earth, a really cool site, I was just looking at an aerial view of the harbor, and when I moved the pointer around it would change the latitude and longitude, slightly, from the center of the image, just off Ford Island, the numbers were :
21 degrees, 21 minutes, 29.69 seconds North Latitude
157 degrees, 57 minutes, 13.28 seconds West Longitude
