Looking at some Google entries on test taking hints it probably means words indicating the absolute such as "all", "every", "always", "none", "never", "most" and "least"?

Those would indicate 100% of something

For example "***Every*** Canadian plays hockey." means 100% of Canadians play hockey."

"This is the ***least*** successful birthday party ever." means this birthday party is 100% fail and not fun.

I have never heard the term "100% words" and a search didn't turn up any reference to it. There are lots of lists of 100 words - 100 most commonly used words, 100 most commonly misspelled words, etc.
