That comes from a limited understanding of the term. Passion encompasses a great many drives and subjects that stir the soul...artistic expression, social activism, dedication to a cause, service to humanity. These are but a few examples of passion made manifest; in no means a comprehensive list.
As for that wonderful madness called romantic love, it is at once both a choice and an involuntary entanglement by the heart strings.

Seems you have several questions here.

Passion should not be limited to romantic love. There are many things we can be passionate about, not just people. How about ideas, ideals, possessions, friendships? This list could go on and on...

Is romantic love a choice? Are you asking if we have a choice about whether or not we feel romantic love? Or are you perhaps asking if romantic love is an option in passion? I seem to be confused here...

Do we have a choice in who we are going to love passionately? Not necessarily. But we can encourage our love by getting to know the person well, and sharing ourselves with them.

Romantic love is definitely an option in passion. I have been its victim several times.

I have also been a victim of lust, which I believe to be a form of passion.
