When cops stop someone not because of a violation but because of suspiscion based on the color of that person's skin. If a cop see's a black person or hispanic in a wealthy neighborhood they usually stop them, not because they are breaking the law but because of their skin color.

In other words "Driving while black". It's aimed at preventing cops from pulling people over based on skin color. Skin color should not be the basis for reasonable suspicion.
