3x(3x-7)=0
9x^2 - 21x = 0
9x^2=21x (divide everything by x)
9x=21
x=2.333

This means that either 3x = 0 or 3x - 7 = 0

not sure if you wrote the question right. the way i read that x=0
3*0=0 so you would have 0(0-8)=0

if the problem is 3(3x-7)=0
then the answer is 7/3
3(3x-7)=0
= 9x-21=0
9x=21
x=21/9
x=7/3

are you trying to find x? try and set both = 0, so 3x=0 and 3x-7=0 because if either multiple is zero then the equation is correct, and then solve for x.
x=0, 7/3

multiply both sides by 3x so
3x - 7 = 0

add 7 to both sides so
3x = 7

divide both sides by 3 so
x = 7/3


I don't know why everyone is making it so hard with exponents and if statements. seems easy enough to me like this.

therefor x has true values they are
0 , 7/3
