its so strange!
i have a tank bigger than your averge size one
i have a male betta and an angel fish (looks like a zebra)
had 2 gold fish and 2 other really small fish (neon color)
first the two small fishes end missing
dont ask
then my 2 gold fish dies the same day
today i saw my betta atacking my angel fish
every time they got near each other
my mother sweres she saw it nipping on the angel fishes tail!
i feed them twice a day

also he keeps flintching

he was all over the place
i took him out of the tank into a bowl
right next to the tank and keep stareing at the other fish when he catches sight of it!!!
so no rabies

1) Does your Betta Splenden have rabies?: NO. Rabies is a mammalian virus. Fish don't get rabies.
Here are the biggest problems you encountered:
2) You mixed tropical fish (betta, angels, neons) with cold water fish (goldfish). This is never a good idea as these fish require different temperatures, have different nutritional requirements; have different oxygen requirements, have different pH tolerances.... just to name a few.
3) Goldfish will eat smaller fish if they will fit in the goldfish's mouth.
4) Neons are acceptable tankmates for a male betta, but you should never keep an angel fish with a male betta. The betta will go after another fish with long fins.
5) Angel fish need a 29 gallon tank (tall).
6) Goldfish produce enormous amounts of waste. This waste becomes ammonia and ammonia is extremely toxic. This is one reason why goldfish should only be kept with other goldfish in large tanks. 25% partial water changes are required at least once per week to keep the water detoxified. Most other fish that will tolerate cool water will not tolerate the high ammonia and they become diseased and die. Goldfish die quickly as well in water with high concentrations of ammonia. I suspect this is why your goldfish died.
3) Betta breathe surface air so they don't suffocate in ammonia laden water; but they will become diseased from the toxicity ammonia produces.
Feeding: Goldfish must be fed no more than twice per day and only what they will eat in about 2 minutes. All remaining food must be immediately removed from the tank. Goldfish will go after the food you give to your betta and other fish. Very few fish will be able to outcompete a hungry goldfish for food.... and goldfish are always hungry.
Solution:
1) Don't keep goldfish with tropical fish.
2) Male bettas should only have tank mates if the betta is in a 5 gallon tank minimum. Select tropical tank mates that do not have long fins. Angel fish, fancy guppies, swordtails are examples of what not to keep with male bettas.
3) Angel fish need to be in a 28 gallon tank (tall) minimum. They get to be 5-6 inches and the long finnage is the reason they need a tall tank.
4) Tropical fish need heaters; cold water goldfish don't.

Betta and angel fish are not good tank mates. Betta and angels will fight over territory. Which fish will be the aggressor depends upon who you ask (my money is on the angel fish.... mean little basta**ds). Goldfish are coldwater fish and should not be mixed with tropicals. If the goldfish is big enough, it will eat the neons. Goldfish also produce enough toxic waste to get ticketed by the enviro-police.... all they do is eat, pee and shi*!! Only other goldfish can withstand the toxins these fish put out. Also, goldfish should be fed only 1-2 times per day.... max.... and only what they can consume in 2 minutes. Good luck getting enough food to your other fish with a goldie in the tank!! Trying to get food from a hungry goldfish would be like standing in between Rosie O'Donnell and an all-you-can-eat buffett..... look out!! Any non-goldfish in the tank will not get enough food.
Bettas do well with other tank mates as long as the betta has a 5 gallon or larger tank and the tank mates don't have "showy" fins.
Tropicals need heaters, too. I would recommend a 29 gallon tank solely for your angel fish, a 5 gallon for the betta with a few neon tetras. Stay away from goldfish unless you have a 40+ gallon tank and your willing to spend a couple hours per week on maintenance. Goldfish are not easy to keep.....
... and your fish doesn't have rabies

Fish do NOT get rabies. Only warm blooded animals can get it.
I don't know much about Bettas, but I've heard that they are very aggressive and shouldn't mix with other fish.
Perhaps, until YOU know better, you should keep your Betta away from all other fish -- and do some research. You shouldn't have fish dying left and right like this!

from what i understand you should not put betta fish in a tank with any other fish. they are aggressive and will kill the other fish as i'm sure you can see by now. betta fish are very specific and often difficult to care for. i had to get rid of mine. i would keep them in separate bowls/tanks. bettas can occupy a relatively small bowl on their own versus a couple goldfish that would be better off in a tank together.

Fish do not get rabis! Betta are known for being aggressive and attacking other fish, even other bettas. It has nothing to do with the amount or frequency of feeding.

telling us your tank is bigger than average doesnt help us at all
Anglefish is probably nipping fins but might be the betta
You are overfeeding. once a day or once every other day

Its a betta. They will fight. Especially with fish who have long brightly colored fins. I would not doubt your mom for a second when she said she saw it biting the angelfish's tail.
