Any bank operating in Maryland should be tax by the state because it uses property and affects of the people therein.

The banks are merely a type of corporation.

If they do for-profit business in Maryland, then they pay taxes there.

Why would a bank be exempt from taxes?

A federal bank is a function of the U.S. government.
ALL federal property is exempt from taxation by lower levels of government (state,county,city).
