Try this test first!!!!! Go to the kitchen sink and try the hot water there, now try the sink in the bathroom. If you got really hot water then I suspect your problem will be in the shower control valve as this is where you have a problem. The new code states that an anti-scald valve be installed. You can either go on line to find this valve, go to HD or Lowes and they can show you one in the store or call a plumber. If this was not the problem and you didn't get hot water at all then I would turn up the control on the tank,( you didn't say if gas or electric

Go to the hot water heater and check the heat setting. To conserve energy we don't set ours on the highest. We set it a little above the middle setting. When we set it too low, our water heater would "get stuck" and not kick on -- leaving us with no hot water.
Go to Home Depot or Lowes: Also, you might want to install an insulation blanket and wrap the exposed hot water pipes you have access to. We have done that to further conserve. It's easy and the materials are reasonably priced.
If the answers you get don't work, call the man who installed the heater to complain.

You probably have set the thermostat on the hot water heater too low. Raise it and things will improve ( but don't set it at maximum or you run the risk of scalding someone who turns only the hot water on ).

The heat setting needs turning up. Have you ever considered a tankless hot water heater? I, saved over 50% on my water heating costs with one, amazing!

They are set at about 115 - 120 and it may be the limit on the shower valve is adjusted for hotter water, so you don't get any right now.
If temp is OK at kitchen sink, then check shower valve limit.

Maybe there is a burner that's not working, or the water temperature is just set really low. If you rented it, have the company come and check it all out.
If you bought it, try calling the manufacturer; there should be warranty on it.
