All teams did to honor Sean Taylor who wore 21 for the Redskins and was killed.
Wow my eyes are playing ticks on me I thought the question was why some wore the number.
As to why they didn't who knows.

Because they had to do other things like prepare for a game and not sit around filming other teams calls to cheat to 12-0.

Why did all the teams have the number 21 on their helmets? Taylor didnt play for all those other teams. If that was a white player, knowone would have had it on there helmets

I thought all teams did...well, not every player...but at least a few from every team...it wasn't something required, and maybe none of them felt like they needed to do it...
