How do you over clock a video card, especially an 8800GT

You must use an overclocking software. Aside from Nvidia's own software, there's Riva Tuner, VDO Tool and in many cases even ATI Tool also works. Sample here on an 8600GT:

Better and stable overclocks could be achieved with aftermarket coolers like the superb Thermalright HR-03.
