Not an easy task, in Africa each country had a multitude of Kings and Chiefs and each ruled a specific area.
They had a tribal head and modern Africa is still run with tribal rules. They have government and some of the countries aren't as corrupt, however most are.
There is no one national government in place. They have one for each country, including South Africa.
Africa has been run with chieftains since time began I suppose.
