It depends on the game, and sometimes it depends on what rules you chose to follow for the game.
Examples:
War; some people play the game with aces being high others play it with aces being low.
Rummy or Gin; there are variations where aces are high and variations where aces or low and variations where aces can be high or low.

They can be both - depends on the game. One thing that aces can't be is "over the top" - that is, you can use an ace as a low card in a "A,2,3,4,5" straight, or high card in a "10, J,Q,K,A" straight, but you can't have a "J,Q,K,A,2" straight. Make sense?

In some games they are high some they are low. But if you are talking poker wise then thaey can be both. In poker they can be ace, 2, 3 or queen, king, ace. either way around.
