He wants a PSP but I don't think he'll play it much, he just wants one cuz his older brother does. Do you think a V-Smile would be cool for him?

I think you should get him a Wii. The games for the Wii are aimed at a younger audience and the system is also very interactive (you literally have to wave the controller around to play) and it is also cheaper than, say an Xbox 360 or PS3. The Wii is usually priced around $250. Good luck finding one though.

The Nintendo Wii would be the best console for a 5 year old. PSP's are for older users that are at least 11 years old and up to adults.

I would go with the nintendo Wii or the gamecube. The gamcube is older but you can find them for under 100 dollars and a lot of the games are for younger kids.
