The school year has begun. Can an Ohio elementary public school rearrange the classrooms this late in the school year, which would make many students have to get another teacher?

There are 3 1st grade classrooms. 2 of the teachers are complaining that their kids are "BAD". Can the principal move kids around, which would make them lose their teacher?

I am a parent looking for help. My kid is a good kid. The teacher is a good teacher. Some of the kids, including my kid may be moved around and los the good teacher, while being placed with an entirely different teacher. There are "good and bad kids" in all 3 classrooms.

Talk to the principal and other parents.

I should think they can.
Bad kids should be moved.
Good kids should not have to put up with bad kids and if moving either of trhem helps, then do it.
