Every time I get a sim pregnant, he/she has a boy. I've tried 7 (yes i actually counted) times! Is there a cheat that can make your sims have girls?

No, that shouldn't happen, i would install a patch from the sims 2 website

Not a cheat, but it will help.
A few hours before your Sim woman gives birth, save the game. When she gives birth and it's a boy, exit the house without saving. Log back into the family. Try again. If it's another boy, do the same thing. Eventually you'll have a girl. It's completely random, so keep trying.
