I believe the UK and Ireland are notorious worldwide for abusing alcohol. I live in the UK and can say that this statement in my opinion is true.
I was 15 when i first went to pub most of my mates also went with me. I used to stand outside off licenses at the age of 14-17 with mates asking anyone who went by to buy us alcohol... Normally didn't take long 10-15mins. Today's youth binge drink in local parks, streets etc, I'm talking 12 up to 18-19yrs old. Always a fight in every pub and club I've ever been too. Over 9m people in the UK drink at levels that place their long-term health at risk... That's about 1 in 7 people.
Just search UK alcohol in google.

Finland! Have you ever met a sober Finn?
Also with all that strong Vodka, I suppose Russia can't be far behind.
Famous for drunkenness abroad (in strong competition with Finland) must be the Norwegians.
