Only the House handles spending.... specifically, the Appropriations Committee.

You go to your local government first, then they go up the chain but if it doesn't go over or touch a federal highway then its not their business.
In two and three, there is no correlation between defense spending and cost of living, never was, never will be.
Treaty approval, isn't the job of citizens, if you want input you write your congressmen and women. This president is not going to work with any committee, he likes to run things on his own, least of all any Democratically controlled committee.
Not about the middle east or any other place.

You'd need to contact the Congressmen that represent the area the bridge is located in first. Then contact the offices of the transportation committees of your state legislature and the US Congress. The staff in those offices will help you with whatever you need, its their job.

Why not start with your state government?? A bridge in Ohio presents absolutely no benefit to people in Virginia, or almost any other state. And what does the middle east have to do with a bridge in ohio???
What am I missing?
