I accidentally deleted the recycling bin and cant find it anywhere, but I can send stuff there for whatever reason. Im running Vista if that helps

you may have deleted the shortcut icon for the recycling bin which you m have created unintentionaly. coz you can never delete the original recycle bin icon, so look for it under start at the corner of your screen if its there drag it to your desktop ,otherwise, restore your system to the closest period before you got this problem..

reset your computer to three days ago and it will restore that and any other lost programs. DSL represetatibve helped me with a similar issue one time.
It will work.
