i planted pachysandra in spring and they have been doing well. it's ow late fall and it has been really cold lately...29 and now they are starting to droop. is this normal for them during cold weather?

Absolutely! I live in Massachusetts and it is about the same temperature here!
My pachysandra is about 15 years old and every winter it is partly dormant and will revive in the springtime!

yep, as long as the tissue doesn't get all wilted and mushy like old lettuce. They're just trying to prevent dessication.
