No. The release of this intelligence report had to be greenlighted by the president and signals that he is determined to spend his remaining efforts on Iraq and realizes war with Iran is beyond US capabilities. I read an excellent article by a former CIA official making this argument this morning.
If Bush was really determined to go to war with Iran come hell or high water he would have already attacked them in the 4 + years since the US invaded Iraq or quashed this new NIE report.

Wonders will never cease to amaze with Mr. Bush, since his actions are never based on reality and truth. One can never tell what he will do next ..... and that is the truth.

How is this not a victory for Bush? His policies seem to have worked just fine, just like they did with Libya. Iran is out of the nuclear weapon business, that would be a win for Bush. How y'all come up with that being bad for him is beyond me.
