This always looks great - and it looks different with different tops
LEGGINGS : Either get thick opaque grey, black, navy blue or charcoal (all opaque) leggings that go down to your ankle. Were ugg boots or pumps or even high heels - but as its school maybe not. Were a long stylish top. A brown thick belt to go round your hips will give the outfit more shape. A cardigan or biker jacket would look hott.
CALF LENGTH: (leggings that reach just bellow your knee) Wear slight more flamboyant tops but always stick to pumps.

Hope I helped.

PS: The long top would look even like a short dress..Not a normal waist length top. It should reach half way down your thigh..maybe a little higher..maybe a little lower.. Whatever you wantt. XX

Since you have a small waist, I would suggest you try a plain tight t-shirt then add some flair with a cute belt at the waist, then you could wear jeans, straight leg jeans with a high boot also look cute, or tights you can even try bright colored tights. Add some stilettos and you got a cute outfit for school. You don't even have to buy a bunch of new clothes, add accessories try different bags, or shoes, add some cute jewelry. Make the outfit your own, be you, that's what makes a person stylish and edgy.

Try skirts, I like the plaid throw backs. They are a little longer than a throw back but looks cute with the leggins under them. Also the short dresses with capris or leggings. I not for edgier that would mean you're tyring to be someone else.

Only wear leggings or 3/4 leggings under a dress or skirt (the trend is going out). Also, leggings and skinny jeans make hips appear wider, and a skirt or dress helps to nullify this effect. You sound sort of casual-preppy-ish. Skip the mall and try Target and Kohl's for inspiration for a different style. I don't know what you'll like, but you're bound to find something there lol.

Maybe a skirt with leggings underneath and a cute graphic or vintage tee, paired with a pair of flats or ballet flats, don't forget accesories, a charming bracelet, or sweet handbag dress up any outfit.

Good luck!

Wear a dress made of leaves and put some flowers in your hair. If extra style is needed, don't hesitate to wash your hair with fresh juice of eucalyptus trunk sap.

All but the pants. Go with plain black skinny jeans, without holes! Holes and tears in jeans are over and are now cliche. Good luck.
