What's this about U.S. now KNOWING that IRAN stopped nuclear process in 2003?

I've missed the newsreports and have read very briefly about any of it, but can someone explain to me how it is that the US has come to that conclusion precisely now? Is it from some particular reports? And how come they didn't know this earlier, after all it was four years ago that they stopped. And the US had kept on insisting otherwise until two days ago.

They stopped their nuclear bomb program but have continued enriching uranium. The US has confirmed it somewhat concurrently with the publication of the report from the UN agency. Iran can easily obtain enriched uranium for reactors from other countries such as US, EU Nations, Russia, China without creating it themselves.

I'm not sure why they didnt know about it , but It CANT be that Cheney and Bush lied to the world about somebody having weapons of mass destruction.
That idea is just too far-fetched !!!
