The cold tap at the wash basin is fast flowing and its the same pipe as for the cistern so I don't why there isn't the same flow of water coming into it. Can it be fixed?

the fill valve may be slightly clogged or calcified

you should be able to purchase a new one for under $10
they're relatively easy to install and are available at your local home improvement store

open up cistern find yer ballcock- and at the end of that there should be a screw it just needs adjusting -or there maybe a tap somewhere that needs opening more

the flow to a toilet, is restricted , but check the valve on the water line to see if its open all the way,

There is a float that operates the ballvalve. If it's got water in it it doesn't float high enough, you could check that
