Absolutely. There is one right here in my town in NY that everyone calls "click".
He has bags of money--I am talking about millions upon millions. His house is enormous but you would never know it since it is completely overgrown with the vegatation and trees that surround it. The driveway is non-existent (you can barely walk down it without being pricked or stabbed by bushes). Click does not go to the supermarket, he does not drive a car; he goes down to the water and fishes everyday and in the winter he digs large ditches in the ground (it is suppose to freeze the fish to retain the taste) and he forages in his neighbors yards for berries and nuts. Inside his house every bedroom (28 in total) is stacked to the ceiling with old newspapers and labeled. On the walls of the house he has algorithms in addition to Mayan, Egyptian, Hindu and Scandanavian writing. He only walks into town (in his wooden clog shoes) to check on the telephone and electrical poles to make sure that they are "safe" and not rotten. When he attends town meetings, he brings live animals (birds, beavers, mice, fish, squirrels, etc) in order to prove his point....and this is just the beginning.
He is dubbed Click because when he is outside of his house he carries a vintage 1970's TV remote control and clicks different buttons at certain people, cars, things. We think he is trying to change people, places, things.

Yes there is a 'town freak'; it's sad really. He did lots of drugs when he was young and is out of his gourd! He goes by "bib"; anyone from VT knows who I am speaking about. As a young child I remember him walking, then stopping to yell at a telephone pole, dogs or people that weren't there. His favorite was to yell at people only he could see. I was 5 at the time and I thought that when my parents said he took too many drugs that it meant he took too much Tylenol in high school! (got to love the innocence of a child's mind!)
