Aww. Being 13 you are not really going to understand how these things work. Chances are great that you will never be in whatever Uglies is. Do you know for a fact that they're making it into a movie? If it is already announced that there is a movie being made they are probably already past auditions.
But you could ask your parents to help you find an agent and audition for other things. You could start out small, in commercials and things, and who knows what could happen.
Since you are so young you are going to have to get your parents involved. Signing on with an agent is a contractual agreement and people under 18 can't sign contracts, so your mom/dad would have to do it for you.
Good luck. Finding an agent should not be too hard. Finding a good one might be harder. Of course if by a good agent you mean someone who is representing Angelina Jolie or Jack Nicholson, forget it. The big time agents would never take on a no-namer. You would have to go with someone a little less fabulous. At least to start.

for a young teen to get into the acting business takes their parents' full effort at getting them expeience, training and an agent. you cannot do anything on your own until you are 18, up to then your parents have to give their permission and sign every contract for you. So what you have is not a dream, it is an hallucination. It will never come to pass in reality.
