Elizabeth I but this maybe just because there are so many good movies made about her .
Though she is not a monarch per say I also really like Diana.

They were all a bloodthirsty lot, not much to choose
between them. Enjoyed learning about Elizabeth 1st at
school but Elizabeth 2nd has to have been the most successful monarch of modern times.

I quite like Harry - I think he has spunk.
And I don't know if you count her as part of the monarchy now, but I really like Fergie too. She seems like a sincere, relatively down-to-earth woman.
I see from your answer that you meant for us to select a monarch from all of time... Not just today.
In that case, I'd agree, Elizabeth I is probably the most courageous and wonderful/terrible.
I suppose Henry VIII was pretty impressive as well, but I tend to think of him negatively, not positively - though that might be unfair. (I'm a yank afterall...)
Victoria was a bit of a control freak, was she not?
