Your County Assessor's office should be able to give you a quadrant map of your property and your neighbors. Using measurements from this map, you should be able to determine who's they are.

Alternatively, you could talk with your neighbors and work out some sort of compromise in terms of the trees, and maybe share responsibility to take care of them.

Look at the survey and contact the County office to inquire about the laws governing trees directly on the property line.

In most states, trees located directly ON a property line (that means some of the tree is on each property) result in a shared maintenance cost agreement. Check your state and/or local statutes for further guidance on this issue.
