Technically, Congress can pass a constitutional ammendment that says they can review court decisions they don't like. This was actually considered a few years ago around the Schiavo case and the 'eminent domain' decision. The phrase "activist judges" may ring bells for you. In practice, Congress and the President have not stood up to the courts, yet, but who knows what will happen if these kinds of decisions continue? Eventually, the people are going to be too sick of the courts for Congress to ignore them.

The power is to write up bills and enact laws. The checks are the Executive: the President can veto bills. The Judicial: courts can rule a law unconstitutional.
