Yep. Bet you're both in high school. The high school has the obligation to put an end to it, so report it to your teacher (as well as your parents). If your teacher does nothing, report it to the principal. If the principal does nothing, see an attorney. Someone will take the case for free.

Starting today, keep notes of every time he harasses you like this. Go back if you can remember it. Then keep notes of when you tell teachers or others in authority at the school. If you make it to the attorney's office, s/he'll have all the ammunition needed.

If it is in school, you have some recourse by speaking to the principal.

Outside of school, your recourse is less, and you are describing the behavior of every teenager since bras and panties were invented.

Last time I checked, that would be a clear cut example of sexual harassment. Usually any type of unwanted sexual advance (which this is) is sexual harassment.

Talk to his parents. Tell them that if he doesn't stop, you are filing charges. When you file charges, make sure you also file a restraining order keeping him away from you.
