Why not? Every societal phase-change goes through a "Frontier" period, when things are wide open. The people of Britain today, who aren't even allowed to defend themselves against armed burglars are descended from men who sailed seas, cutlass between their teeth, both on occasions of commerce and piracy; slaving and two-fisted missionary endeavor. You didn't call the police back then and sob out your tale. All the hash got settled on the spot.

There has never been chaos in the existence of existence. Chaos requires the unbinding of natural laws; whereas everything that follows natural law is cosmos. So even that first 1/500,000,000,000,000,000,000 of a second after the big bang was not chaotic. When Hubbles gets pictures that are closer to the big band, they will discover just as much beauty and physics and poetry and philosophy--and wonder--as we feel now. Only then, we will have photographs of some of what went on.
Eternal cosmos is what "eternity" is, infinity in both directions. That has always been cosmos and wil necessarily remain cosmos until that day when natural laws cease, and it would not be natural for that to happen, so it is necessary, not contingent, that the laws of nature never cease.

It always has before... In fact they give birth to each other, all harmonious states are a result of chaos running down and all chaotic states arise from harmony's degradation...

That depends strictly on the resolution you are using.
There is little Harmony at the quark level, yet the violin of which the quarks are a part can produce harmony

If chaos were the rule it would eventually wipe out all that is chaotic, by its very nature.... This would give way to harmony....
