you mean the wheel between the buttons - if it's wireless, try changing the batteries. If it's wired. Turn off the PC, check that it's plugged in all the way and reboot.

If none of those help, try looking at the mouse properties via control panel. Could be you've got the wrong driver loaded?

If that doesn't do it - time for a new mouse. They are cheap. I probably have a dozen of them in a box full of old computer junk.

Turn the mouse upside down , youll see some arrows.......turn,
remove cover , remove ball , and get rid of all the lint you accumulated . Re-install ball , and cover. That might do it.
If your's is cordless , replace the battery.
