I know there are teacher's unions- do those vary from state to state and do insurance policies change with those different unions?

No the insurance policy a lot of times vary from school district to school district with in the state. Teachers teaching in affluent school districts often have better insurance than teachers teaching in less affluent school districts.
The same goes for pay.
A friend of mine changed jobs from a rural school district in Texas to teaching in the Dallas Metroplex area. His pay went up 10,000 a year over what he was getting paid in the rural school district. Plus he got a sign on bonus as well.
